Representative Coghill moved and asked unanimous consent that the                                   
following committee substitute be adopted in lieu of the original

Amendment No. 1 was offered  by Representative Gara:

"FURTHER RESOLVED by the Alaska State Legislature that                                            
the United States Congress is urged to include a provision in S. 293 to                             
provide that the land grants do not interfere with public access to or                              
along fishing streams or the continued use of established hunting, dog                              
mushing, motorized vehicle, mining, and recreational trails or roads;                               
and be it"                                                                                          
                                                                                                    
Representative Gara moved and asked unanimous consent that                                          
Amendment No. 1 be adopted.                                                                         
                                                                                                    
Representative Samuels objected.
